However, the Madras Forest Act of 1882 imposed restrictions on their movements and prohibited them from collecting minor forest produce, compelling them into low-paying labor under the forest department or contractors. To resist these injustices, Alluri Sitarama Raju organized a guerrilla force and employed tactics of Guerrilla warfare such as ambushes, sabotage, raids, hit-and-run tactics, and mobility to assail British police stations and outposts. His objective was to emancipate the tribal populace and expel the British from the Eastern Ghats.
